Talents are the foundational and strategic resource for driving high-quality development and achieving independent, self-reliant advancement in science and technology at a high level. Talent Showcase
Zhang Le, a PhD from Zhejiang University, is a leading talent at the municipal level in Xi'an, an elite talent under the Xi'an Talent Program, and an innovative talent within the Qin Chuang Yuan initiative. Her primary research interests include safety evaluation studies in the fields of pharmaceuticals, pesticides, veterinary medicine, food, cosmetics, chemicals, and medical devices. Dr. Zhang Le has 15 years of experience in toxicology research and management, with a particular focus on preclinical reproductive toxicity assessment of drugs. She has completed over 200 reproductive toxicity studies on pharmaceuticals (including nine first-in-class new drugs, one of which was jointly submitted to both Chinese and U.S. regulatory authorities). Under her leadership, her team became Shaanxi Province’s first drug non-clinical safety research institution to obtain national GLP certification for drugs, thereby filling the gap in the province’s inability to conduct preclinical safety evaluations of pharmaceuticals.

Project Overview
GLP (Good Laboratory Practice), or “Good Laboratory Practice Guidelines,” is a set of fundamental standards that must be followed in preclinical drug research. The guidelines cover a series of operational procedures and laboratory requirements for evaluating drug safety in non-clinical studies. They represent a critical measure to enhance the quality of new-drug research from the very outset and ensure public safety in medication use. According to China’s legal requirements, all preclinical safety studies for new drugs must be conducted in laboratories that have obtained national GLP certification for pharmaceuticals. Previously, our province—and indeed the entire northwest region—has lacked any drug safety evaluation centers that have achieved national GLP certification, severely hindering the research and development of new drugs as well as the translation of new drug discoveries into practical applications.
The core essence of talent lies in focusing on key areas of critical research and being able to solve pressing, practical problems and make creative contributions. The team led by Dr. Zhang Le has successfully obtained certification, which will establish a convenient, efficient, and reliable technical platform for new drug development and preclinical safety evaluation in our province’s pharmaceutical industry. This will play a crucial role in further enhancing our province’s drug R&D capabilities, strengthening the pharmaceutical industry’s independent innovation capacity, and improving the quality of drug research.

Company Profile
Xixian New Area Guorui Yinuo Drug Safety Evaluation and Research Co., Ltd. was established in November 2018 and is located in the Free Trade Pilot Zone of Airport New City in Xixian New Area. The laboratory covers an area of approximately 6,000 square meters and is currently equipped with advanced instruments including an AB LC-MS/MS system, a Waters high-performance liquid chromatograph, a Siemens hematology analyzer, a STAGO coagulometer, a Hitachi 7180 biochemical analyzer, a Kehua urine analyzer, a flow cytometer, a PCR machine, a UV-Vis spectrophotometer, and a fluorescence microscope. The company has established experimental platforms covering general toxicology, genetic toxicology, reproductive toxicology, analytical testing, and clinical pathology.
In March 2019, the laboratory constructed SPF animal facilities, conventional animal facilities, a hybrid operating room, a surgical operating room, functional laboratories, and other ancillary facilities in accordance with GLP laboratory requirements. In August 2019, the laboratory obtained the “License for the Use of Experimental Animals” issued by the Shaanxi Provincial Department of Science and Technology (Barrier Environment: rats, mice, guinea pigs, rabbits; Conventional Environment: guinea pigs, rabbits, dogs, pigs, monkeys). In January 2020, the company officially entered the GLP trial operation phase, and in July 2021, the company formally received the GLP certification qualification for pharmaceuticals issued by the National Medical Products Administration.
The GLP non-clinical safety evaluation research platform for drugs submitted by Guorui Yinuo has also successfully been approved as a provincial-level demonstration project under the Qin Chuangyuan Achievement Transformation “Accelerator” program for 2022.
